This is a preliminary review of the issues surrounding the use of information and communications technology for environmental regulation in developing countries. It gives an overview of the potential of ICT in ER in DCs, but also considers the practical problems of implementation in contexts where capacities are sometimes seriously constrained. Using the rule of law as a normative framework, it examines the invisible exportation of developed country agendas, assumptions, and approaches through the medium of information systems, and considers how these hidden issues might be overcome.
