Resuscitating the finite frequentist account of chance

The view that chances are relative frequencies of occurrence within actual, finite reference classes has long been written off, chiefly on the grounds that appropriate reference classes cannot be defined. I argue that a simple strategy appealing to qualitatively identical histories may be viable, so long as we are willing to reject a natural (but nonetheless unsafe) assumption about the size of the actual world.
