‘Health consumers’ are increasingly accorded an active role in health governance, but cannot achieve adequate health protection as individuals, especially in the case of environmental and public health hazards and with respect to protective and promotive health. This research examines how collective consumer action interacts with the institutions of law and government, thus contributing to national and global health governance. We use the illustrative issue of asbestos to examine the role of civil society and highlight the importance of collective forms of ‘Southern’ consumer advocacy and activism which demand regulation to protect public health and  vindicate collective and individual health rights
