In the aftermath of its unfulfilled 2002-2020 National Spatial Strategy, its banking crisis of 2008 and subsequent austerity policies, Ireland has embarked upon a new development planning cycle in the form of its National Planning Framework – ‘Ireland 2040’. This sets out a vision for sustainable development that emphasises a place-making approach, and that moves away from the notion of ‘balanced’ regional development in favour of more targeted reductions of disparities through promoting the spatial development opportunities specific to each region. This paper draws on interviews with a range of institutional stakeholders (as part of WP1) to assess some of the tensions inherent in the NPF approach to achieving development, which is still strongly articulated in terms of growth and competitiveness, and underlying concerns about national and EU interpretations of ‘value for money’ in accessing support funds.
