The aim of this report is to assess to what extent the participation of children and young people was embedded in Tulsa’s culture and operations, prior to the implementation of the Tusla Prevention, Partnership and Family Support programme of action. The objectives of the study are threefold:
1. To establish the structures and procedures in place to support children and young people’s participation in Tusla at the time of data collection;
2. To examine the extent of children and young people’s participation in personal decisions regarding their welfare, protection and care.
3. To examine the extent of children and young people’s collective participation in Tusla service planning and review.
