This paper explores the connections between cultural heritage and human rights. It offers a rights-based perspective on cultural protection. It describes and explains the international instruments protecting cultural heritage and explores the special topic of minority and indigenous rights. Implications are drawn for cultural heritage as public goods, using New Public Goods theory. The paper concludes with relections on higher education's role in promoting and protecting cultural heritage as public goods and cultural rights.
